Rom is a 14-year-old lottery runner. He lives alone in an apartment complex where most families hope one day to win the lottery and thus get out of the huge debts they have with the creditors, who are mere swindlers disguised as investors, and thus prevent the building from being demolished. Brokers earn more commissions the more clients they get, so they also contribute to the scam of the, Rom has a rival, Phúc, in whom the community trusts more than him because he has sold several winning numbers. But he will soon realise that Phúc has been cheating the alleged beneficiaries who are increasingly in debt. Rom then decides to help them, but he cannot do so without a conflict between Phúc and the creditors.

Tran Thanh Huy is considered one of the most promising young talents in the Vietnamese film industry of the last 10 years. In 2013 he made his first short film 16:30 which won several awards and participated in the Cannes Film Festival. With Rom, which is her first feature film, Tran Than Huy tries to represent the dynamics of lottery gambling, which, despite being illegal in Vietnam, are quite popular among middle-class families like the director himself, who in order to move up socially can gamble with their house, family and even their lives.
